Abnett may have put it in there as a call back to their first adventure, but within this story's context I think it's just meant to trigger Dick's memories of his prior encounter(s) with Aqualad. That's my take away, but I'm not as familiar with the first Teen Titans adventure.

You need to look waaaaay back. To their very first adventure. This is why I think...somehow...someway..we will see Wally. I think Lilith was trying to spark this memory in Dick.

Having done a tiny research into the first appearance of the Teen Titans, I'm buying a little more into what John's saying. For instance, the water tower that triggered the memory for Roy could have been the Mr. Twister statue from that first story.

And, frankly, I've got no better guess for the missing Titan than Wally (I say that being several arcs behind on THE FLASH). Cyborg? Protector? Triumph?

That said, I still think it would be a New 52 version of that story and not the original history being incorporated into the New 52 universe.

If I knew where my copy of the original first issue or the archive were at, I'd look back and see what I thought but as it is, I'm not sure what long box those are currently in...

Right! The Mr. Twister tale was the first meeting of Wally, Garth and Dick. Way back in Brave & the Bold. I was thinking Donna was looking at the old Titans Tower location, but your idea makes perfect sense.

OMG! It just came to me! What game were the two girls playing in Lilith's office??? TWISTER!!!!!

i did notice that there was a reference to Speedy I believe running quick as a Flash and wondered if that was a tease that Wally may be involved somehow. Maybe we will have a time travelling Wally ala Implulse.

#2 is very similar to #1 in that each member seems to continue questing for answers (albeit we get Gnarrk realizing something was up, Roy having a vision and three Titans meet).

Still I liked it, going in expecting a slow burn from the setup.

ok, So #3 just came up. Much better than the previous issue. looks like we won't be seeing Karen in action. The real Duela? Betty?
