I feel bad about still disagreeing with you, though. I don't think I can ever like it. It doesn't seem very in character for me. That's not only because I know women who dress that way, but I've dressed that way and I know why someone dresses that way.
This look is front-loaded. Heavy emphasis on her breasts, and minimizing her hips -- The cut and color composition are a combination of a few fashion tricks that make a small chest look big and wide hips loomk small. A dark-colored, tight, or straight miniskirt (which is very hard to move in) will make your butt look slim. Any one of those tricks alone give that subtle impression. All three together, overkill.
Light colors, V-anguled necklines, and backless tops automatically draw attention to one's breasts. If you want to make them look bigger, use any one of these tricks. Another trick is simply to minimize your butt using one of the above tricks, and your upper half will seem larger by comparison. (If you want to minimize your breasts, wear a square or round cut top, a dark color, or shoulder pads) Two of these tricks are fairly common, there's a lot of emphasis on breasts in our culture But all three at once is distasteful to me. And all three at once while using 3 tricks to minimize your butt is overkill.
Using this many fashion cheats implies a lack of confidence in her body that's characteristic of a young teenager trying to look older.
Given Arisia's character history, that's a potentially disasterous impression.
